(NYT36) CALIENTE, Nevada -- May 15, 2004 -- NEV-NUKE-WASTE-3 -- A new welcome sign for Caliente, Nevada, stands near an area of work being done to spruce up a railyard to Caliente, May 6, 2004. Union Pacific Station which now houses municipal offices and an art gallery is the large building at center. Caliente's mayor Kevin Phillips, not pictured, is the chief proponent for a rail route for nuclear waste. Phillips, who owns a local hardware store, has volunteered Caliente, population 1,200, to be the transfer station for the nation's spent nuclear fuel that is supposed to be stored in the Yucca Mountain repository beginning in 2010.
