(NYT27) WASHINGTON -- October 24, 2003 -- SENATE-STEVENS -- Senator Ted Stevens has a short fuse and a long memory. Those two qualities, when merged with his chairmanship of the Senate Appropriations Committee, make Stevens, an almost-80-year-old Alaska Republican, one lawmaker whom colleagues are reluctant to cross. They also put him in a strong position as he and other White House allies work to restore more than $1 billion cut by the House and Senate from President Bush's $87 billion emergency spending request for Iraq and Afghanistan.
