(NYT3) WASHINGTON -- Sept. 29, 2003 -- CIA-LEAKS -- George Tenet, director of the Central Intelligence Agency, returns to the White House as a news conference on the Middle East continued in the Rose Garden, July 25, 2003. The White House on Monday denied that President Bush's chief political strategist was involved in revealing the identity of a CIA operative, in possible violation of the law.
