(NYT23) JERUSALEM -- Sept. 28, 2003 -- MIDEAST-STALEMATE -- As the conflict grinds on between Israelis and Palestinians, neither side appears capable of winning what it covets through force. The Palestinian goal is an independent state, but the uprising has rendered only misery. Israelis, longing for security, have endured more than 100 suicide bombings.
