(NYT57) NEW YORK -- Sept. 25, 2003 -- IRAQ-DIPLO -- Secretary of State Colin L. Powell at the New York Times on Thursday, Sept. 25, 2003. Powell seeking an urgent timetable for the achievement of self-rule in Iraq, said Thursday that the United States would impose a deadline of six months on the American-picked Iraqi Governing Council to write a new constitution. His comments came on another intensive day of negotiations to try to get support on the U.N.
