(NYT4) KIRKUSH MILITARY TRAINING BASE, Iraq -- Sept. 20, 2003 -- IRAQ-ARMY-3 -- In Washington, politicians and military planners say the United States needs to rely much more heavily on Iraqi soldiers and police officers, both to restore order and lighten the load on overworked American troops. Continuing violence, American casualties, and doubts about the war at home have prompted an abrupt change in strategy. The U.S. hopes to train a force of 20,000 Iraqis by next September.
