(NYT52) SKIATOOK, Okla. -- March 12, 2003 -- ARMY-LAKE-2 -- The Army Corps of Engineers owns 456 lakes in 43 states and private developers must pay fair market value to lease land along those lakes. But Ronald Howell, an Oklahoma lobbyist, consultant and prominent Republican fundraiser, recently found a cheaper way. Last month, Howell and his company signed a 50-year, rent-free lease on 280 acres of lakefront land. The deal was a sublease. Howell and his company plan to build a $10 million marina, golf and cabin complex and, in the process, turn a profit. Critics of the arrangement say the deal violates at least the spirit of the federal rules and that the deal is notable because of what is at least a curiosity: Howell has served as finance chairman for Sen. James M. Inhofe, R-Ohio, who, as the new chairman of the Senate Committee on Environment and Public Works, now oversees the corps.
