(NYT39) CONAKRY, Guinea -- March 6, 2003 -- IRAQ-U.N.-GUINEA -- Whether blessing or curse, the West African country of Guinea today holds the pivotal presidency of the United Nations Security Council. But you would hardly know it walking the streets of its clogged, dilapidated tin-roofed capital. Its is hard to judge the tenor of the television news coverage, as electricity is available only every fourth day, and then only between midnight and 6 a.m. Thanks to the legacy of a Soviet-sponsored dictatorship, a deep-seated culture of fear seems to have squashed the vigorous political debate common in West African capitals. Electric power often fails in Conakry, Guinea's capital, forcing residents on Wednesday, March 5, 2003, to make do with candles and car headlights for illumination in the streets.
