(NYT30) BANDA DEL RIO SALI, Argentina -- March 1, 2003 -- ARGENTINA-4 -- Just a few years ago, Argentina was a largely middle-class nation, with the highest per capita income in Latin America. But the crisis that began in December 2001 has turned millions of Argentines into paupers without jobs, hope or enough food for themselves and their children. The situation seems to be most acute in the northwest of Argentina, in working-class cities surrounded by rural areas. While other such cities have reported some deaths, the city of Tucuman with some 500,000 residents, has had the most. Vilma Rivero used an indemnity payment from the government to open a soup kitchen in the 1980's for poor children in Banda del Rio Sali, a village east of Tucuman. When she started, she provided a daily lunch and snack to about 150 children. On some days, she now feeds as many as 400. Rivero feeding children in Banda del Rio Sali, Feb. 28, 2003.
