(NYT69) WASHINGTON -- March 12, 2003 -- SENATE-FRIST -- A defining moment of Bill Frist's tenure as majority leader took place around midnight two weeks ago, when he massed his Republican troops on the Senate floor as a show of force against the Democratic filibuster over Judge Estrada. The move was strongly opposed by Trent Lott, who now says he would gotten rid of the issue and moved on, but Frist cares more for big themes and ideological principles than the keep-moving mechanics of his predecessors. In that sense, and in his passion for conservative social issues, he is proving to be a different sort of majority leader, which fits neatly with the goals of the White House.
