(NYT28) NEW YORK -- March 12, 2003 -- WTC-MEMORIALS-2 -- The early stages of planning a significant memorial at the World Trade Center site are getting under way. All this has prompted discussions among residents, urban planners and historians about the potential effect of so many monuments to death and loss on a living neighborhood, as well as concerns about the influx of roughly five million tourists once the memorial is built.
