(NYT21) NEW YORK -- March 9, 2003 -- NY-SCHOOLS-CURRICULUM -- School Chancellor Joel I. Klein plans to impose a new reading curriculum on most of the city's 600 elementary schools starting in September as part of his effort to standardize instruction across the city's inconsistent patchwork of schools and neighborhoods.
