(NYT17) WASHINGTON -- March 10, 2003 -- CONGRESS-ABORTION -- Bill Haynes , senior policy analyst at the American Center for Law and Justice, rounds up petitions signed by people in favor of a ban on partial birth abortions after running them through the X-ray machine in the Senate Dirksen office building in Washington.
