(NYT5) ABU DIS, West Bank -- Sept. 13, 2003 -- MIDEAST -- Not so long ago, negotiators envisioned Abu Dis as a possible capital of a Palestinian state, and as a way to bridge one of the deepest gulfs between Israelis and Palestinians, their competing claims to Jerusalem. Now, the place that once held the hope of integration and even reconciliation now mourns separation.
