(NYT19) UNITED NATIONS -- Sept. 12, 2003 -- UN-LIBYA-3 -- James Cunningham, the American deputy permanent representative to the U.N., addresses the Security Council after a vote on a resolution to lift sanctions against Libya, Friday, Sept. 12, 2003. Fifteen years after the bombing of Pan Am Flight 103, the U.N. Security Council ended its sanctions against Libya clearing the release of up to $2.7 billion to families of the attack's 270 victims. France and the United States, which has its own sanctions on the Tripoli government including a ban on Libyan oil imports, abstained in the 13-0 council vote. (Ruby Washington/The New York Times)
