(NYT14) PARACAS, Peru -- Sept. 18, 2003 -- PERU-GAS -- Construction workers at the site of what is planned to be a natural gas processing plant and offshore liquafied natural gas export terminal in Paracas, Peru, Sept. 3, 2003. Soon, a consortium of companies that include such big names as Hunt Oil of Texas and Pluspetrol of Argentina plan to lay tubes stretching over a mile under the ocean floor to a loading platform for tankers. But a surging environmental movement is pushing hard to force this plant, still in its beginning phases of construction, to move to another spot. (Ana Cecilia Gonzales Vigil/The New York Times)
