(NYT48) DAWANIYA, Iraq -- Sept. 7, 2003 -- IRAQ-U.S.-REVIEW -- The U.S. enterprise in Iraq is in trouble in the wake of four lethal car bombings in a month. The local offices of the world's principal aid organization were crippled, one of Iraq's most important clerics was dead and the Americans seemed powerless to stop the bombers from striking again. The best that could be said, L. Paul Bremer suggested, was that things had been worse before. The initiative in Iraq seemed to slip away from the Americans last week.
