(NYT19) CHAPPAQUA, N.Y. -- Sept. 20, 2003 -- WTC-MEMORIAL-OPPOSE -- Throughout the nation, people have created tributes to the victims of Sept. 11. In Westchester County alone, 19 memorials have been built and dedicated in quiet ceremonies. But in Chappaqua, N.Y., , it seems, no good intention goes unlitigated. This summer, the New Castle Town Board approved plans to build a Sept. 11 memorial at the edge of the village, in a small park known as the Duck Pond.
