(NYT28) INDIANAPOLIS -- Aug. 24, 2003 -- IMMIG-ID-CARDS-3 -- This summer of 2003, Indianapolis and seven other Midwestern cities started accepting an identity card issued by the Mexican government, offering Mexicans who are here illegally a startlingly new sense of legitimacy. A matricula consular, in a photograph altered to obscure some personal information.
