(NYT24) NEW YORK -- Aug. 21, 2003 -- HOWL-FESTIVAL -- Phil Hartman decided to do something to show that the East Village still had an artistic pulse. The result is the Howl! festival, a weeklong outpouring of artistic energy and counterculture mania that began on Tuesday night and runs through this coming Tuesday. Like the Ginsberg poem it is named for, it promises to be wild, brash and not especially heavy on structure. Hartman, the founder of the Howl! festival, with parade gear, in the festival's Manhattan offices, Thursday, Aug. 21, 2003. (G. Paul Burnett/The New York Times)
