The many voices in this debate have sounded at times like a choir trying to follow more than one conductor, each using a different score. But the discussion has struck a chord with the public, in New York and around the country. Some people were so determined that their proposals be seen that they sent them to The New York Times as well as to the Lower Manhattan Development Corporation. A suggestion from Berkeley, Calif., arrived anonymously. This design puts lawns where the two World Trade Center buildings once stood. (The New York Times)
