(NYT8) UNDATED -- Aug. 29, 2002 -- AUTO-CHILD-SEATS -- All new cars and children's car seats will be required to incorporate a new attachment system, called Latch, under federal regulations that take effect on Sunday. But the system, whose name is an acronym for "lower anchors and tethers for children,'' has already shown up in some new cars and car seats in the last few years.
