(NYT2) BROWNSVILLE, Texas -- Aug. 18, 2002 -- BORDER-WEDDINGS-2 -- Bridge weddings, as they are known in Brownsville, Texas, are the work of Judge Oscar Tullos, a local justice of the peace. Tullos stands with a couple near the the foot of the bridge connecting Brownsville to Matamoros, Mexico, that has become matrimonial neutral ground. An American flag flies a few feet away. As long as the Mexican half of the couple does not enter the customs office, maybe 20 yards away, no law is broken. The weddings allow the noncitizen spouse to avoid crossing illegally. Usually, the couple then applies for a visa for that spouse in a process that can take 20 months or longer.
