(NYT22) CHARIKAR, Afghanistan -- Aug. 20, 2002 -- AFGHAN-U.S.-FORCES -- It is rare for Afghans to talk openly against the plainest new reality in their lives: the several thousand American soldiers who prowl around their fields, buzz over their homes, hand out money and jobs and distribute school supplies by the truckload. And most Afghans, in scores of recent interviews, said they still support the U.S. military presence in Afghanistan as a guarantor of stability and economic growth. But there is a real undercurrent of doubt that 10 months of United States operations here have not much diminished and may indeed be growing. On Sunday, civil affairs handed out school supplies at an orphanage in Charikar, north of Kabul, hope to build good will among Afghans and counter suspicion and doubt about the American military presence.
