(NYT22) TBILISI, Georgia -- Aug. 22, 2002 -- CHECHEN-REBELS-2 -- Chechen fighters who recently crossed into Georgia from Chechnya to escape Russian troops. They and other fighters fear retribution against their families if their names are revealed. Almost three years after its forces stormed Chechnya a second time, Russia is mired in a war of attrition against small groups of fighters like these. The fighters are no longer able to confront Russian troops head-on, but they remain determined to inflict as much pain as possible in the name of Chechen independence.
