(NYT17) NEW YORK -- Aug. 12, 2002 -- TAX-HAVENS-STATES -- On Monday, state treasurers from across the country met in Manhattan to plan actions against companies that acquire an offshore address to escape taxes. The treasurers in some states, like New York, have sole control of gigantic public pension funds, while in others they are on the boards of such funds and also control some state spending.
