(NYT42) NEW YORK -- Aug. 7, 2002 -- 9-11-MEMORIAL -- Ask 20 New Yorkers how they plan to observe the anniversary of Sept. 11 and you get at least 10 different answers. But it will be impossible not to be reminded. Mayor Michael R. Bloomberg announced on Tuesday that there would be a daylong, five-borough commemoration of the terrorist attack that destroyed the World Trade Center, killed more than 2,800 people and ushered in a new era in the history of the country and the city. There will be solemn ceremonies at ground zero, concerts in every borough and candlelight vigils. "It's like a black cloud is coming over the city," said April Mosen, left, an artist in Park Slope, Brooklyn, speaking of the anniversary of Sept. 11.
