(NYT29) LONDON -- Aug. 9, 2002 -- AIR-FARES -- British Airways has done this summer what almost no American full-service carrier has been willing to do, despite the industry's huge losses -- radically simplify its fare structure to keep business travelers from defecting to low-cost competitors. Other European airlines are doing the same. It is too soon to tell whether the changes foreshadow savings for business travelers in America. Airlines in the United States have tinkered with prices and minimum-stay rules on a handful of routes.
