(NYT22) FREDRICKSBURG, Ohio -- Feb. 7, 2003 -- Adv. for Sun., Feb. 9 -- BROKER-LAWSUITS -- Across the country, there are hundreds of thousands, perhaps even millions, of people who pinned their hopes on the stock market in the 1990s boom and then lost out as the brutal bear market ravaged their investments. Many are making claims against their brokers. And there are growing signs that arbitrators judging these cases are showing more sympathy to novice investors than they have in the past. Francis Edward Wolfe, right, with his wife, Ruthann outside their home in Fredricksburg, Ohio on Jan. 28, 2003. He sued Merrill Lynch over $172,000 in losses in his 401(k).
