(NYT26) NORWICH, Conn. -- Jan. 14, 2003 -- NORWICH-DEVELOP -- A large new office building is rising for the first time in decades in Norwich, Conn., a structure that local officials see as the harbinger of more investment as a result of the proximity of two large Indian casinos. The Mashantucket Pequots, who operate Foxwoods Casino about 8 miles from Norwich, are one of the primary backers of the $19 million Mercantile Exchange building, which consists of about 113,000 square feet of space on five floors.
