(NYT46) DUNWOODY, Ga. -- Jan. 12, 2003 -- TAX-CUTS-FAMILIES-2 -- A new round of proposed federal tax cuts have largely failed to stir the emotions and economics of four American families. After President Bush proposed new tax cuts as part of a $674 billion, 10-year economic plan, they said they were working harder and longer than ever in today's bleaker economy. The 2001 cuts, which included a $300 refund check, have made little difference in their lives, these taxpayers said, and they do not expect any new cuts the president and Congress agree on to matter much either.
