(NYT19) PALO ALTO, Calif. -- Feb. 17, 2003 -- BUSH-ECON-ASSESS-2 -- President Bush has promised that if the White House's economic plan becomes law, the economy will flourish and deficits will shrink. But if the plan should fail, the government will be handcuffed by trillions of dollars in shortfalls as it faces the difficult futures of Social Security and Medicare. Who is most likely to win? For the experts, handicapping this bet requires taking sides in a debate about the path from saving to investment and from there to innovation and long-term growth. "We need to have a tax reform that straightens out the tax system to remove its bias against capital formation,'' says Robert E. Hall, a professor of economics at Stanford University who was invited to the White House last month for a symposium on its economic plan.
