(NYT19) ERIE, Colo. -- Feb. 8, 2003 -- SLOW-GROW-BACKLASH-2 -- Mayor Barbara Connors of Erie fought off a recall attempt led by developers which was aimed at doing away with Connors' slow-growth policies. Developers say that faster growth would be welcome in lean economic times. Enviromentalists say removing limits could change the character of small towns and bring ugly sprawl. On Wednesday, Feb. 5, 2003, Mayor Connors stands near a sign supporting her recall. (Kevin Moloney/The New York Times)
