(NYT17) HOUSTON -- Feb. 8, 2003 -- SEGREGATED-FACTORY -- After months of fruitless efforts to negotiate a settlement with the Quietflex factory in Houston that makes ducts for air-conditioners, the United States Equal Employment Opportunity Commission intervened last September in a private lawsuit against Quietflex, eager to change what it says is one of the worst cases of work force segregation it has seen in years.
