(NYT36) FORT COLLINS, Colo. -- Feb. 25, 2003 -- NY-PRINCIPALS-RECRUIT -- New York City faces its most severe shortage of principals in decades, and Schools Chancellor Joel I. Klein has said attracting outside candidates is one of his top priorities. Janet K. Borman, an elementary school principal in Fort Collins, Colo., was state principal of the year in 2002.
