(NYT30) LEAVENWORTH, Wash. -- Jan. 2, 2003 -- WASH-FORESTS -- The Bush administration named the land around the National Fish Hatchery in Leavenworth, Wash., as one of 10 places nationwide where officials they plan to test try a new policy of trying to save forests by first cutting them down.
