(NYT26) DRESDEN, Germany -- Feb. 16, 2003 -- DRESDEN-ART-SALVAGE-4 -- In theory, a disaster averted should leave few traces. Yet six months after the dramatic rescue of Dresden's art treasures from incalculable flood damage, the mood in Dresden's leading museums is sour. Heralded for their heroic salvage effort, museum administrators and curators are now complaining that Saxony's regional government has refused to provide them with a safe place to store their art. Unsurprisingly, money is at the heart of this dispute. Germany is going through a prolonged economic crisis, with cultural budgets being trimmed nationwide. "We are almost in a worse situation than immediately after the floods," says Martin Roth, who as managing director of the Dresden State Art Collections has ultimate responsibility for the city's 11 museums.
