(NYT21) WASHINGTON -- March 2, 2003 -- DEMOCRATS -- Out of power, groping for a voice in an unfamiliar wilderness, Democrats in Congress have begun to put aside their differences and coalesce around a sharpened new criticism of President Bush's domestic policies. After a midterm election campaign that many Democrats considered fractious and muddled, party members in the House and the Senate have reached general agreement on how to address economic and social issues. Rep. Nancy Pelosi and Sen. Tom Daschle, the Democratic leaders, criticized the president's tax plan at a news conference on Capitol Hill, February 27, 2003. (Doug Mills/The New York Times)
