(NYT8) WASHINGTON -- March 3, 2003 -- BEERS-RESIGN -- Charlotte Beers, undersecretary of State for Public Diplomacy and Public Affairs, in her office at the State Department, Jan. 9, 2003. Beers, who has been the Bush administration's point person in efforts to improve America's image among Muslims, is quitting after mixed reviews.
