(NYT70) WASHINGTON -- March 7, 2003 -- NY-SENATORS -- Charles E. Schumer, left, New York's senior senator, invited colleagues from around the country to join him at the Senate's TV and Radio Gallery one day last month to showcase a Democratic plan to shore up domestic security. But one notable person did not get an invitation: the junior senator from New York, Hillary Rodham Clinton -- who had also taken a keen interest in making her mark on domestic security matters. Schumer's aides say that nothing should be read into the episode. But many here, including people close to both senators, say it is the latest evidence of growing competition and wariness between two people who share the same state, the same party, the same issues and the same passion for the limelight. Senators Schumer and Clinton joined forces on Capitol Hill on Feb. 11, 2003, to urge billions more in federal spending on homeland security. (Doug Mills/The New York Times)
