(NYT49) WASHINGTON -- Feb. 19, 2003 -- FIRST-YEAR-LAWMAKERS -- Rep. Raul M. Grijalva, of Arizona, a Democratic freshman, signing the first bill he has introduced, Feb. 12, 2003, with two members of the Tohono O'odham Nation who had come to Washington to lobby for money for the tribe's new community college. Grijalva, who turned 55 on Wednesday and whose father came to the United States from Mexico to work as a ranch hand, says he sees "strong symbolism" in the citizenship legislation.
