(NYT48) WASHINGTON -- Feb. 19, 2003 -- FCC-PHONE-RATES -- Unable to muster a majority of support, the chairman of the Federal Communications Commission was preparing to issue a rare dissent over aspects of the most significant changes in the regulation of the telephone industry since the Telecommunications Act of 1996, people involved in the proceedings said late Wednesday afternoon.
