(NYT21) CULLODEN BAY, Tobago -- Feb. 18, 2003 -- Adv. for Sun., Feb. 23 -- TRAVEL-TOBAGO-3 -- The balmy Caribbean island of Tobago is a diverting and affordable escape from a frigid winter. Twenty-six miles long and nine miles wide, the island has a few main thoroughfares connected by a web of twisty-turny roads specializing in hairpin turns. There are many places to hike which include miles of dense, green mountains. The Footprints Eco-resort in Culloden Bay, Tobago has a saltwater swimming pool overlooking the sea.
