(NYT48) NEW YORK -- Feb. 14, 2003 -- NY WAR PROTEST-2 -- At the United Nations on Friday, Feb. 14, 2003, U.S. Secretary of State Colin Powell pressed reluctant allies to threaten force if Iraq does not disarm, and said the world should not be taken in by "tricks that are being played on us." "The threat of force must remain," Powell said after U.N. inspectors reported some cooperation from Iraq but said they did not have a complete account of Iraqi weapons programs.
