(NYT42) WASHINGTON -- Feb. 14, 2003 -- Adv. for Sun., Feb. 16 -- BIZ-OFFSETS-2 -- These days, in return for sales abroad, American military contractors have to agree to organize and sponsor contracts that will develop and create jobs in the buying country. Companies like Lockheed have set up entire arms to arrange these "offsets,'' which some people say are the equivalent of bribes. But offsets, while little known, are a legal and, companies say, necessary part of the international arms trade not only in the emirates but around the globe. Kevin L.
