(NYT6) ARLINGTON, Va. -- Feb. 12, 2003 -- TERROR-SAFETY-MEASURES -- Wendell Moore looks over what's left of his tape supply at the Cherrydale Hardware store in Arlington, Va., Wednesday, Feb. 12, 2003. The store is all sold out of "Duct Tape". On Friday, the government raised the nation's terror alert from yellow to orange, the second-highest level, because of intelligence information indicating that al-Qaida was planning attacks on the United States. Federal officials have recommended that Americans take basic disaster-preparation steps such as maintaining a three-day stockpile of food and water.
