(NYT31) NEW YORK -- Jan. 21, 2003 -- GERSTNER-EDUC -- Louis V. Gerstner Jr., who retired in December as chairman of IBM, has assembled a panel that seeks to raise the profile of the academic standards movement. President Bush's educational overhaul dictates that every classroom should have a "highly qualified'' teacher by the 2005 school year, yet 22 percent of the nation's secondary students now have teachers with neither a major nor a minor in the subjects they teach, according to a study this month by Education Week.
