(NYT13) NEW YORK -- Jan 17, 2003 -- NYPD-MEDAL-DAY -- New York City Mayor Michael Bloomberg, center, and Police Commissioner Ray Kelly, right, bestowing medals to dozens New York City Police officers during the NYPD's annual Medal Day ceremony held at the Winter Garden at the World Financial Center, Friday, Jan. 17, 2003. The Police Department awarded its highest honor Friday to three officers who risked their lives to save other officers from the ruins of the World Trade Center. Detectives Patrick McGee and Scott Strauss of the elite Emergency Service Unit received the department's Medal of Honor for refusing orders to abandon the rescue of two Port Authority police officers trapped beneath debris after the Sept. 11 terrorist attack.
