(NYT34) **RETRANSMISSION FOR ADDED INFORMATION IN LAST LINE OF CAPTION** ELMIRA, N.Y. -- Jan. 9, 2003 -- SUB-WORKERS-SAFETY-III -- McWane Inc., one of the world's largest makers of cast-iron sewer and water pipes, is one of America's most enduring violators of worker-safety and environmental laws, according to government records and regulatory officials. In interviews, exasperated regulators use words like "lawless" and "renegade" to describe McWane. The responsibility for that record, though, is hardly McWane's alone. McWane has persisted largely unchecked by taking full advantage of a regulatory system that has proven incapable of thwarting flagrant and continual safety, health and environmental violations by major corporations. After a worker's death at the Kennedy Valve plant -- owned by McWane Inc. -- in Elmira, N.Y., a co-worker expressed their desperation in the form of a bumper sticker that read, "Pray for me I work at Kennedy Valve" in the employee parking lot at the plant, in Oct. 2002.
