CREDIT**TYLER, Texas -- Jan. 9, 2003 -- SUB-WORKERS-SAFETY-III-5 -- McWane Inc., one of the world's largest makers of cast-iron sewer and water pipes, is one of America's most enduring violators of worker-safety and environmental laws, according to government records and regulatory officials. The responsibility for that record, though, is hardly McWane's alone. McWane has persisted largely unchecked by taking full advantage of a regulatory system that has proven incapable of thwarting flagrant and continual violations by major corporations. Guadalupe Garcia was caught between a truck and a bin at the Tyler Pipe plant located in Tyler, Texas, owned by McWane, Oct. 29, 2002. Days later, his legs were amputated. The day of the accident, OSHA was inspecting the plant.
